RI House of Representatives passes modest changes to rules

PROVIDENCE, R.I. (AP) – The Democratic-controlled Rhode Island House of Representatives has approved a new rules bill instituting modest changes amid a dispute with the so-called Reform Caucus seeking changes in legislative leadership.

Lawmakers can now carefully read new legislation before they vote on it, mandating at least a full day between legislation being introduced and a vote on the legislation. The Providence Journal reports the bill passed 48 to 25, with eight Republicans present and 17 of the 19 Reform Caucus members voting against it.

The House’s rule-writing process moved more quickly this year under Democratic Speaker Nicholas Mattiello, following 19 Democratic abstentions to his election as speaker of the House.

Both Republicans and Reform Caucus members who didn’t support the bill argued rule changes should have gone further.
